That's because your version (2.0.13) doesn't have it - I've got moderation over one of the lists on digital (which is set to don't-allow-posts-from-non-subscribers), so it wasn't hard to check (see screenshot below).

this going (i.e. what we need, how to config, do we need to upgrade)?

It's actually very easy these days; seems you're running 2.0.13, and things look quite different.

Definitely recommend upgrading to the newer version, changing settings so that those can't post from outside the subscriber list, and giving a few active, trustworthy members here moderator rights. They'll get emails straight away as soon as a non-subscriber posts, and allowing it is easy as clicking on a link in the email and selecting the valid option. In the case of cross-posting, it won't take long for those that do this to be permanently whitelisted, so it won't be a reoccurring issue.

The amount of spam coming through is nuts, even though it does seem you do have spamassassin running.
