Anything over 20C is potentially shorts and t-shirt weather, although jeans 
and t-shirt are also good if it is not too hot (ie, under 30C).  Autumn is 
generally Canberra's best season - not too hot, not too cold.  It is also 
very pretty.

That being said, I think a conference jacket for all those from hotter places 
is probably a good idea!
