    [Malaysian Administrative Modernisation and Management Planning
    Unit's information and communications technology (ICT) planning
    and policy division director Dr Nor Aliah Mohd Zahri] said,
    Malaysia will be in a position to get ahead of its neighbours
    because other countries in the region at present do not have a
    strong OSS movement.
