If you've got a specific aim in mind, there's no need to talk around it or try to be falsely general, just say it. And spending a few extra words in the constitution is an utterly trivially expense [0]. I've no idea why everytime someone brings this up, there are a dozen silly trivial reasons raised against it. Communication isn't a problem. Getting good people from each state isn't a problem.
