Well, no, you'd say: "There shall be eight seats on the committee, one
chosen from each of New South Wales, Victoria, Queensland, Tasmania,
South Australia, Western Australia, the Northern Territory and the
Australian Capital Territory, elected by Linux Australia members within
each region as per the by-laws".

If you've got a specific aim in mind, there's no need to talk around
it or try to be falsely general, just say it. And spending a few extra
words in the constitution is an utterly trivially expense [0].

I've no idea why everytime someone brings this up, there are a dozen silly
trivial reasons raised against it. Communication isn't a problem. Getting
good people from each state isn't a problem. Giving the best people room
to work with and within Linux Australia without making them committee
members themselves isn't a problem.
