And one could say that about any industry group, company or such.

Not really.

If everyone was equally good at their job there wouldn't be a job market.
Employers, and you're one of them so you'd surely know, don't always select
the best people for the job even if it's their intention to do so. It's part
of being human.

No judgment here; just an observation of what is ;-)
