Let's just tackle one problem at a time.  :-)  At the moment, i have
this disabled because the rewrites aren't happening at all (as mentioned
above).

I know about the local domains.  I would have thought a regex like this
would be better than the above:
	s@(google.*\?.*)@\1&safe=strict at i
That would cover most instances and just append '&safe=strict' to all
queries.  (FWIW, the presence or absence of the backslash before the
ampersand seems to make no difference.)
