ntsysv should work.
Alternatively, to switch off a service, you could
/etc/rc[runlevel].d/[xx is an integer]servicename stop
rm /etc/rc[runlevel].d/[xx is an integer]servicename
I'd probably recommend that you stick on webmin (google for it), as it's
really very good - make sure to enable SSL though.
Then you'll be able to admin all sorts of things at
https://server:10000/
