Tom,  assuming /dev/hda2 mounts as /home (for example):



touch /home/aquota.user /home/aquota.group

chmod 600 /home/aquota.user /home/aquota.group



Make sure that the line for /dev/hda2 in /etc/fstab has the usrquota and
grpquota mount options.. Then do a "/sbin/quotacheck -avugm /home", from
memory, and all should be OK. After rebooting, you should be able to
"edquota -u tom" or whatever.
