Well, there's an opening. WINE runs the 3.1 stuff quite well now. You
can set up an application server to do that with the apps that work,
and have people connect to it with the rootless X server now available
as part of CygWin. And then point out that the workstations might as
well be Linux on lower-spec (recycled) hardware since X doesn't much
care what it's being displayed on.
It won't work for every aplication, but you will get some wins, which
gets Linux in the door even if only as (oh, the irony) a Windows
application server and might allow you to upgrade some workstations to
this century's hardware (which you will need to run XP; the official
min spec is 128MB but if you want to run Office as well, make that at
least 256MB).
