[Lias] initialise libraries?

OK,
still trying to solve my php problem (see separate post).

What was the command to relink libraries (not sure of the terminology here) 
this is on a RH7 system.

I once found a site that had most useful command listed in a document that 
I printed and had on my wall, then we moved office and it disappeared. 
Anyon know the site I am talking about - cause I sure don't remember the 
URL  :-)
