[Grants] Grant Application from Rowland Mosbergen for RSEAA24 Accessibility Fellowship

Hi everyone,

For full transparency, I encouraged Rowland to submit this request.

Rowland, who I know personally, does excellent work in the research 
software engineering space, and in particular has created a community of 
practice for research software engineers both in Melbourne and broader, 
evidenced by: https://rse-aunz.org/

Research software engineering as a practice, and a profession, is 
gaining broader recognition both in Australia an abroad. Research 
software is predominantly based on open source software, and where it is 
not, there is often a desire to escape proprietary vendor lock-in. As 
research in general becomes increasingly dependent upon software 
engineering and research software infrastructures, Linux Australia, in 
my view, should look to engage research software engineers as a key 
aligned community (as Sae Ra has done so successfully with the library 
technology community).
