Have you read this?

If you can it is easier to "burn" to a USB on a Linux machine; A RasPi
will do.
AFAIK a stock Windows box won't read a Debian install ISO, let alone
write one.

 Newbie here. I have downloaded Debian 32bit Disk Image iso file and 
 burned to USB drive but it will not boot. What am I doing wrong?
