  Grant guidelines: try to clarify expectations for hardware purchases.

Over recent years there has been an increased interest in using Linux
Australia grants to fund hardware purchases in support of software
development activities.  When interfacing with hardware, software
development can often take unexpected turns which makes it difficult to
determine whether the exercise is considered a success at its conclusion.
To address this challenge and to ensure equitable access to the grants
across the Linux Australia membership, it is proposed that the information
in this commit be added to the grant guidelines.

This information will make it easier for the Linux Australia Council and the
wider membership to evaluate the effectiveness of these grants.  Where
applicable, it can also help determine whether additional future support for
the project, group or activity represents good value for Linux Australia,
its members and the Open Source community in general.

  guidelines_for_grant_submissions.md: clarify aims for hardware funded by grants

@lloy0076 pointed out that all grants need to state aims, so the reason for
restating this for hardware grants wasn't clear.  This commit tightens up
the language to make the intent clear: to ensure that a grant application
clearly defines what funded hardware will lead to, as opposed to the grant
in general.

  guidelines_for_grant_submissions.md: add report about funded hardware's future.

@lloy0076 suggested that when a grant includes funding for hardware, the
final report to Linux Australia ought to provide some visibility into how
that hardware might be used at the conclusion of the funded activities.
While it's difficult to be specific with the reporting requirements due to
the wide variety of hardware available, a general statement requesting
information about the hardware's future is possible.  This will increase
transparency around the acquired hardware.
