The council.

It is very rare for the council to put any decision we make before the
members, so it would have been surprising if we did this time around.
Grants applications are one (the?) exception, but we are following a
long standing policy in that case.

As it happens someone (who wasn't and isn't on the council) asked for
it to be moved. It wasn't an "official complaint", but they weren't
happy with the discussion being on the linux-aus list either.

It wasn't secret - the move was announced on the main mailing list.
That is why you know about it. Not is anything that happens on that
new mailing list secret - its archives are public.
