I'm not sure how you get that from 'Once the vote is done, if the winner is not “No name change”....' - there's no mention of having another vote if "No Name Change" wins.

If you seriously believe the council is acting against the interests of the association, sections 19 and 25 of the Constitution give you the means to take action.
