[Linux-aus] For discussion: proposals for membership changes

Hi all,

Council has a couple of proposals about membership we're going to float for
discussion Nothing is remotely settled on either of these topics, and we'd
appreciate your input.

Proposal 1: voluntary paid membership
Proposal 2: yearly expiration/re-confirmation of membership

Proposal 1 will come through in a few minutes, and Proposal 2 in a few hours.
