I think Russell approached the council first to see if the idea would
have legs. The council has agreed in principle, if there are the
numbers to support it. The next step is for Russell to float his idea
on this list to gauge interest. If a heap of people commit to buying
them and if regional reps put their hands up to do local distribution
it looks achievable..

It's far from clear to me that such a store will ever exist but if the
numbers aren't there to drive a group purchase it might make sense for
someone local to stock them.
About a year ago I recall a CLUG proposal for a group buy that I think
netted about 15 keys. I suspect numbers would have to be a lot greater
than that to make this proposal worthwhile.
