Maybe clearly define difference between expression of interest and bid.
e.g.:
Example Expression of interest:
"Hi! Me and a few people from X are thinking of putting in a bid. If
you're from X and interested, contact us!"
"hi! we have a team who's looking to submit a bid for X for LCA20XX"
While a bid is more complete.
Also include that discussion and interaction are also
important. i.e. getting to know the team.
bid document should also include some information about the
team. e.g. have people been involved in similar events before?
probably more thoughts later :)
