I did not find this in the "Terms & Conditions".

If you are talking about rule 7:

it says that it "CAN be viewed", not that it "MUST be viewed".

I think a bit of good engineering could find out what "extensions" to
web standards have been applied, and that a "competing browser" could
win the prize.
