You may or may not have heard of some la council handover issues and
administrative problems.
The gist of the story is that in between problems with the bank, people
being unavailable and some disorganisation, there is only a single
current council member who can organise payments for the LCA team (or
indeed payments and reimbursements in general). This leads to delays and
those delays lead to badness for the LCA team.
Seeing as LAs core job is to bankroll LCA, this means it would be
failing at its main task.
The council is still made up out of volunteers, so there will always be
a certain amount of delay in trying to organise people for the handover.
So, I was thinking it might be good if the structure of the organisation
and elections was such that these problems are minimised; ie: make it
impossible to swap out the entire council in a single election.
To this end, I have some suggestions:
1) The council will consist of 8 elected individuals.
2) People will be elected into positions for 2 (two) years.
3) At each election, only 4 positions are open, not all 8.
4) People are elected onto the council, NOT into a position.
They can sort out for themselves if they want to be on the
executive or not. This helps the council be more flexible
if someone should become unavailable.
5) At any time, at least 4 council members have access to the LA bank
account; 2 newly elected members and 2 members who are in their
second term. So even if the hand-over is slow, there are two with
access.
