Randall,
I am responding to your issue of the multiple data formats, and the fact
that Open Office can not open or read Lotus documents. That may be
true, but the new Lotus Suite that IBM is working on (Symphony) will be
able to read and write ODF files and (I will bet) will still be able to
read and write old Lotus formats. Even if your government continues to
use "Lotus", it should specify ODF as the "output default" for these
systems, and over time you will see more interchange capability in your
documents.
Given this thrust of IBM with Lotus, it is possible that they could
engineer an automated conversion process of old Lotus formats to ODF or
engineer a "Lotus input filter" for OpenOffice. It is worth asking you
IBM rep about.
