It's not a matter of duping, it's a matter of focusing the excitement. I can
say as an organiser of linux.conf.au 2007, that the pre-January announcement
of linux.conf.au 2008 has made a small but noticeable dent. We can optimise
that out of the process without any ill effects. The most crucial people in
the equation will know (LA ctte, current core team, next core team), and the
rest of the community will get to hear about it at the conference -- with a
nice big bang to go with it in terms of press and excitement -- with all the
time they need to get involved (it might be useful for the core team to have
more than a year's notice but *definitely* not necessary for other helpers).

So this is not a zero sum game between announcing and community involvement.
