correct.
In order to use computers, schools must buy actual hardware. They don't,
however, _need_ to buy Microsoft or proprietary software for a reasonably
large portion of their requirements. For instance, many schools are paying
a couple of hundred dollers per-seat for Adobe Photoshop where WinGIMP or
similar would do all that students wanted. Same goes for PDF making
software.
