Visit Canada. The maniacs are known to wander down to the seashore in 
shorts and shirt, kick the ice-floes apart if they've thawed enough, 
lose the shirt and go for a dip. When I were a lad, of course, we had 
to make our own ice floes... (-:

I understand that our esteemed Secretary visits said maniacs regularly.
