Read the constitutional changes. That's exactly what the SGM immediately
before the AGM will achieve, in fact it's one of the main reasons for
the changes: "a geek organisation which cannot be run on email? How
quaint!"

Companies have to be registered somewhere, which in this case means a
State or Territory. If not NSW, is there a compelling reason to
register anywhere else in particular?
