The ACS have offered to address this to some degree, and are working
with Linux Australia to formulate and emit position statements. This is
not a rapid-response thing, but more a medium to long term public
information programme.
The ACS do have the ability to make the news with what they say.
Granted this is not the same as Linux Australia having it's own press
office, and it's own public voice, but it's a useful thing nontheless.
