This may not be possible for all worthwhile projects.
e.g. "Develop a driver for network card XY98", vendor says: "can get specs
for writing a driver for $100 shipping,handling&printing and you can
develop an OSS driver, but cannot publish the specs". This could be a bit
fuzzy under that kind of deal....
But, the principle is good. Open docs & development is a good thing.
although not all projects benefit from open CVS etc (submitting patches is
good too)...
maybe "open development model" with allowances for when manufactures do
want to keep control on specs etc. This could even be the same with
networking protocols or something (publish the code, not docs on the
protocol.) interesting scenario, but possible i guess....
