Hi Kirty,

Yes, this is a security measure. Most Linux and Unix
systems today will not allow root to remotely connect
through telnet as it is insecure. This is usually
controlled through either the tcpwrappers and/or the
/etc/securetty files.

I would suggest you try ssh to be more secure.
