[Grants] RISC-V, smart-watch, and tablet computing development - grant application decision

Dear Russell

The RISC-V, smart-watch, and tablet computing development grant application
was discussed by the Linux Australia Council on 20 Dec 2023.  Thank you for
taking the time to formulate and submit it.  Unfortunately the application
was not approved.

The application indicated that work associated with an earlier Linux
Australia grant is still ongoing.  To this end, Council expressed a desire
to see more concrete results from the previous grant.  If the intent is to
build on that work, a clearer outline of the connections and mutual benefits
between the two would be helpful.  Council encourages you to refine the
application with these points in mind and submit when the 2024 Linux
Australia Grants Program opens.  As always, the Linux Australia Council will
be happy to provide feedback on draft submissions.
