Given the content, the Linux Australia council consider this to be spam and
chose not to release it to the grants list for public comment. 
Unfortunately it was quoted in full (probably by accident) in a message
associated with its release from quarantine to the council list which was
also sent to the grants list.  This may have created the impression that the
application was being actively considered when it was not.

To clarify for everyone on the grants list: the "Blind Pockets" grant
application is considered to be spam.  It has not been formally posted for
public comment and will not be considered by council.
