Hi Niki,


It's a little more nuanced than that. In 2015 and 2016, Linux Australia
auspiced GovHack. We provided insurance coverage and banking
infrastructure, as we do for several events, such as WordCamps and
DrupalSouth, which are aligned with our open source ideals.


In most cases, Linux Australia retains the profits of these events in
exchange for absorbing the risk inherent in running an event, and to
help provide seed funding for future events. In the case of GovHack, we
did not retain any of the funds that were surplus to event requirements,
and these funds were returned to GovHack, with the intent that GovHack
would be able to run as an independent entity - which indeed it is now
doing. We also provided what was essentially in-kind sponsorship for
GovHack - by paying the GST that GovHack incurred from sponsor payments
that was processed through Linux Australia - to the value of about $6k.


While we understand GovHack's ideals, we are cautious about providing
further support in 2018.


Firstly, it's unclear who is paid what within GovHack, such as
Director's salaries or fees - which is important given that GovHack is
largely government-supported, and utilises a huge amount of volunteer
labour. In contrast, Linux Australia's constitution allows for any
organisational member to be provided with our full books to review.
Transparency and openness is a core Linux Australia value. As an
entirely volunteer organisation, it would be difficult for us to justify
a grant to our community where that grant was supporting a for-profit
entity where these details were not clear - even though, again, we
understand the open data remit that GovHack has.


We're also observing some changing community perceptions of hackathons
in general - for example, the perception that hackathons try to get
"free work" from participants with no ongoing mechanism to commercialise
the prototypes made, the increasing number of hackathons in the
Australian marketplace, the reduced prize money available for hackathons
versus the time commitment sought, the workload placed on volunteers and
so on.
