I've been thinking of getting a feature phone (non-touch screen) and put free 
software (e,g, Debian) on it, there are people working on similar ideas in the 
PmOS community but getting Linux to work with the modem to enable VoLTE (which 
is required for phone call in most countries now) is quite difficult and the 
price for Linux-capable isn't that good.

Xiaomi (under the DuoQin brand) and Sharp are both still making modern feature 
phones under Android, but I suspend either of them are GPL-compliant.
