[Announce] LCA2017, formal call for bids

Hello Community,

Just a friendly reminder that the formal call for bids for 2017 close in
3 weeks! If you're thinking of submitting we'd love to be working with
you to help you put together your documents. If you haven't been
thinking of submitting, now is a good time to give it some thought!
