Uh? /dev/tty represents the current console...
Probably you just missed to properly setup the serial port parameters
(speed, data bits, stop bits, input processing type, etc.).
Have a look at the section 3 of the Serial-programming-HOWTO for examples.

If you want to control some serial device, you probably want to use
non-canonical input processing (i.e. data flowing through the port is
not furtherly interpreted).
