Excellent!

I hate to be a pessimist, but do you know of analysis of the
Brazilian ICT recovery?  Do we know that it was largely due to
the adoption of FOSS, and not, say, increased outsourcing of
services from 1st world countries by the likes of IBM?

(not that ibm services and foss are totally unrelated of course)
