There are a couple of points which strike me as pertinent here. Firstly, open source in Australia is a lot bigger than just what governments do.

So, please do pick another half-dozen examples covering education, commercial, research etc and put them in there. I'm sure LA has interest in OSS in each of them.

It's not my job to make your point for you. I'm not even sure what you're getting at. You raised government and tenders, not me. My point is that it is silly to target global open source projects at local niche industries.
