People,

Here is a copy of the amended Democrats open source Bill for your
comment or interest.

This draft may be circulated widely.

The Bill has been softened by removing the "preference" condition and
replacing it with a direction to "consider" open source.  (Bear in
mind, lobbyists were successful in arguing against "preference"
legislation, and this defeats most of their argument.)

This should be sufficient for groups that are currently excluded from
offering OSS solutions on government tenders that are overly
prescriptive.

We have taken on board suggestions about the definition of open source
software and included reference to open standards.

Mr Gilfillan wishes to introduce this Bill in the next two weeks of
Parliament (15 - 18 Sept, 22 - 25 Sept) so please return your comments
 as soon as possible.
